Option 1: Rent a Property with a Contribution to the Maltese Government

  • Make a contribution of €98,000 to the Government of Malta and secure a rental property.
  • The annual lease for a residential property must be a minimum of €10,000 if located in the South of Malta or Gozo.
  • In all other regions, the minimum lease requirement increases to €12,000 for a 12-month period.
  • Property must be held for a minimum of 5 years.

Option 2: Purchase a Property with a Contribution to the Maltese Government

  • Make a contribution of €68,000 to the Government of Malta and purchase a property valued at a minimum of €300,000 in designated Malta Permanent Residence Programme areas such as the South of Malta or Gozo.
  • In other regions of the country, the required property value increases to €350,000.
  • Property must be held for a minimum of 5 years.

Benefits and Requirements

To qualify for the Malta Permanent Residence Programme (MPRP), you must demonstrate financial assets of at least €500,000, with €150,000 in liquid assets. Additionally, all dependents over the age of 18 must provide an affidavit of support for inclusion.

To include parents or grandparents, an administration fee of €7,500 per dependent is required. You are also obligated to retain the property for a minimum of five years and make a charitable contribution of €2,000.

Specifically, the €2,000 donation must be made to a local NGO registered with the Commissioner of Voluntary Organisations, supporting philanthropic, cultural, scientific, artistic, sport, or animal welfare causes.

This programme offers a relatively low capital outlay compared to other EU residence permit schemes, while granting visa-free travel within the Schengen Area.

To be eligible for the Malta Permanent Residence Program, the main applicant must be at least 18 years of age and can include their spouse, children up to 18 years old, and parents above 55 years old.

The Residency by Investment program allows you to include your spouse, as well as dependent children under 18. You can also include unmarried children over 18 who are not economically active. Additionally, you may include your parents and grandparents for an extra fee of €7,500 per person, provided they are primarily financially dependent on you.

Month 1-2: Client Onboarding Process

The process begins with the completion of Form 1, which enables the initial due diligence required by Dual Luxury World. Upon successful screening, a Client Agreement (CA) will be provided for your review and signature.

Once we receive the signed agreement and retainer payment, our case processing team will handle all necessary government forms and documentation. We will also work with real estate professionals and the Residency Malta Agency on your behalf.

An initial contribution of €10,000 will be due at this stage.

Month 2-4: Evaluation and Submission of Application

Before submitting your application, we will perform a detailed review to ensure that your documents meet the Residency Malta Agency’s requirements. After this thorough evaluation, our case processing team will conduct final verifications. Simultaneously, the Residency Malta Agency will conduct its due diligence and assessment. We will maintain close communication with the agency to ensure your application is processed efficiently within the expected timeframe.

Month 3-5: Approval in Principle

Upon successful review, the Residency Malta Agency will issue an Approval in Principle Letter, confirming that you meet the eligibility criteria for the Malta Permanent Residency Programme (MPRP). This letter authorizes you to move forward with the next steps, including the second contribution of €30,000.

Month 6-14: Issuance of Residence Card

To proceed with your application, you will need to submit proof of property ownership or a valid rental agreement, along with documentation of a mandatory €2,000 charitable donation. You must also provide evidence of your current health insurance policy. Once these conditions are met, the third and final contribution payment is due. After this, we will begin arranging the issuance of your residency card.

15-18

Month 15-18: Final Review and Processing

In this phase, we will carry out a final review of all submitted documents and ensure that the Residency Malta Agency is satisfied with the information provided. Any additional verification required will be completed promptly, and the necessary processing will be undertaken to ensure smooth completion of your residency application. The agency will also confirm all conditions have been satisfied before proceeding.

19-21

Month 19-21: Issuance of Residence Permit

Once the Residency Malta Agency has completed its final checks and all required documentation has been accepted, your residence permit will be issued. You will receive formal confirmation from the agency, and the residence permit will be available for collection.

22-24

Month 22-24: Completion and Passport Application

Following the successful issuance of your residence permit, you can proceed with applying for your Malta passport if you meet the eligibility requirements. This final step involves submission to the relevant authorities for passport processing. The passport issuance process typically takes several months, but we will ensure that all necessary paperwork is submitted, and we will guide you through each step of the process to ensure a smooth and timely completion.

By the end of Month 24, you will have completed all steps, and your Malta residency will be successfully finalized.
