Requirement 1 - Contribution
To obtain Maltese citizenship by investment, you are required to make a non-refundable contribution to the National Development and Social Fund, managed by a board of trustees. This fund supports initiatives in public health, education, job creation, and social development.
The contribution is €600,000 with 36 months of residency or €750,000 with 12 months of residency. An additional €50,000 is required for each extra dependent.
Requirement 2 - Fund
A minimum donation of €10,000 must be made to a registered charitable organization or society, which must be a non-governmental entity.
Requirement 3 - Real Estate
You must either purchase real estate with a minimum value of €700,000 or lease a property for a minimum annual rent of €16,000. The property must be retained for at least five years from the date of citizenship.

Application Process
Month 1: Initiation of Malta Citizenship Client Onboarding
We begin the Malta Citizenship by Investment process with Form 1, which enables us to conduct preliminary due diligence checks to evaluate your financial assets and other relevant factors. Following this assessment, we will provide you with a Client Agreement (CA) for your review and signature.
Upon receiving the signed agreement and retainer payment, our Malta citizenship case processing team will complete all necessary government forms and compile the required supporting documents. We will also liaise with the Community Malta Agency (Aġenzija Komunità Malta), which oversees the Maltese Exceptional Investor Naturalization (MEIN) program.
Month 2-3: Malta Residency Application and Obtaining Residence
A dedicated Relationship Manager (RM) from Dual Luxury World will guide you through your Malta Citizenship by Investment application. If you do not have qualifying global health insurance, we will source local quotes for the required medical coverage related to your investment.
To meet the residency requirement of your MEIN application, you will need to either lease a property in Malta for at least 12 months or purchase one. This step is essential to demonstrate a genuine connection to the country, and most clients prefer to rent a property during this stage.
We will assist in arranging your initial visit to Malta and accompany you to your appointment with the Community Malta Agency. Dual Luxury World will also inform you about the necessary days you need to spend in Malta during the residency period, helping you become acquainted with the Maltese islands.
Month 4 -6: Application for the Maltese Citizenship Program
You will visit our Malta office to collaborate with your dedicated Relationship Manager (RM), a licensed agent, on your Malta citizenship program application. Your RM will arrange an appointment with a local notary to have the required supporting documents certified in Malta.
Additionally, your RM will coordinate all necessary appointments related to your application, including those with a local physician, to facilitate the completion of the required medical forms.
Month 6-14: Approval in Principle for the MEIN Program
Upon receiving the Approval in Principle from the Community Malta Agency, you will need to settle the outstanding contribution balance to the National Development and Social Fund. After that, you must complete the remaining requirements for your Maltese Citizenship by Investment application, which include providing proof of your property commitment and making the necessary charitable donation.
Month 15-24: Oath of Allegiance and Application for Maltese Passport
The Maltese Government will send you an invitation letter to take the Oath of Allegiance. It is important to note that every family member aged 18 and older must participate in the oath-taking. Each individual who does will receive a Certificate of Naturalization.
Afterward, we will move forward with the Malta passport application. All family members aged six and older must be present for the passport biometrics.
